MANDATORY USE OF BURNING MATERIAL
According to regulations in Circular 09/2012/TT-BXD, "construction projects invested with State capital according to current regulations are required to use unburnt building materials according to the following roadmaps: Urban areas of grade 3 and above must use 100% unburned building materials from the effective date of this Circular [January 15, 2013]; In the remaining areas, at least 50% of unburned building materials must be used from the effective date of this Circular [January 15, 2013] until the end of 2015. After 2015, 100% must be used. For high-rise buildings, the circular clearly stipulates: "constructions of 9 floors or more regardless of capital source, from now until 2015 must use at least 30% and after 2015 must use at least At least 50% of light unburned building materials in the total construction materials (calculated by the volume of masonry block).
In addition, the circular also "encourages the use of unburned building materials in construction projects regardless of capital source, regardless of urban area, regardless of the number of floors".
The Circular also clearly stipulates the responsibilities of relevant organizations and individuals in the use of unburnt building materials for construction projects (such as investment decision-makers, investors, and design consulting contractors). construction designers, construction contractors, and supervision consultants) on the use of unburnt materials for the above projects. For "projects with specific requirements that do not use unburnt building materials, they must be reviewed and approved by a competent state management agency".
Projects that have been licensed for construction or have had their projects approved by competent authorities before the effective date of the Circular will be "implemented as the license has been issued or the decision has been approved; Encourage investors to change designs to use unburnt materials." Thus, currently the policy mechanisms on unburned building materials have been fully and synchronously promulgated, creating favorable conditions for the successful development of unburnt building materials according to Decision 567/QD-TTg. , issued on April 28, 2010. The remaining issue is implementation by localities, relevant individuals and organizations, and implementation supervision.
